Supreme Court stays execution of ruling on 40 Chief Inspectors’ promotion

The Supreme Court has granted an application by the Inspector-General of Police (IGP) and other police authorities to stay the execution of a Court of Appeal ruling ordering the promotion of 40 Chief Inspectors under a special amnesty exercise.

The application followed a January 22, 2026, ruling by the Court of Appeal directing the IGP and the Police Management Board (POMAB) to promote the officers within six months.

The officers had sued the Police Administration after being excluded from a special promotion exercise in 2021, despite meeting the criteria, while officers of junior ranks were promoted.

Under the exercise, personnel from the rank of Corporal to Chief Inspector who had obtained university degrees by 2020 were invited to submit their certificates for consideration for promotion.

While officers in the other ranks were promoted to their next ranks, the 40 Chief Inspectors were only congratulated, prompting them to seek redress at the High Court.

The High Court dismissed their case, but they appealed to the Court of Appeal, which unanimously ruled 3-0 in their favour.

The Police Administration subsequently appealed the decision to the Supreme Court, prompting the application for a stay of execution.
