The Government has reallocated GH¢576 million to finance emergency flood response operations and strengthen mitigation measures following the devastating floods that affected Greater Accra and other parts of the country in June this year.
Presenting the 2026 Mid-Year Budget Review in Parliament on Thursday, Dr Cassiel Ato Forson, the Minister of Finance, said the Government had initially sought Parliament’s approval to draw GH¢350 million from the Contingency Fund to support emergency interventions.
He said the Finance Committee, acting under Article 177(1) of the 1992 Constitution, approved the request on June 30, 2026.
However, Dr Forson explained that the Government could not access the funds because the Contingency Fund had been placed under a garnishee order by an Accra High Court.
In view of the urgent need to protect lives, provide humanitarian assistance to affected communities and restore damaged critical infrastructure, the Government reallocated GH¢350 million from the Contingency Vote in the 2026 Budget.
The amount, he said, had been transferred to the Disaster Management Committee under the Ministry of the Interior to finance the emergency response.
The Finance Minister said Government had also reallocated GH¢226 million within the budget of the Ministry of Works, Housing and Water Resources to implement additional flood control and mitigation measures across the country.
This brings the total budget reallocation to GH¢576 million to finance emergency flood response.
The intervention formed part of broader efforts to reduce the impact of flooding and improve resilience in vulnerable communities.
