Ghana’s corruption ranking improves slightly, reforms urged

Ghana’s score on the global Corruption Perceptions Index (CPI) has improved slightly, rising from 42 to 43 in the 2025 rankings.

This was disclosed in a press release issued by Transparency International on February 10.

According to the report, Ghana scored 43 out of 100 and ranked 76th out of 182 countries assessed. The organisation noted that the score reflects ongoing challenges, including persistent corruption, weak enforcement of legal and policy frameworks, and limited effectiveness of state institutions tasked with combating corruption.

It added that Ghana has largely maintained a score of 43 since 2020, after dipping to 42 in 2024. The latest increase, however, does not represent a significant change under the CPI’s methodology.

Transparency International also noted that Ghana’s highest score was recorded in 2014, when it reached 48 out of 100. Since then, the country experienced a downward trend until 2018, when renewed optimism following a change in government helped lift the score from 40 in 2017 to 41 in both 2018 and 2019. Since then, the CPI score has hovered around 43.

The data suggests that despite various policy interventions and institutional reforms, Ghana continues to face major challenges in effectively addressing corruption.

In response, the Ghana Integrity Initiative (GII) has proposed a number of legislative, judicial and executive reforms to strengthen the fight against corruption and improve governance.

Among the recommendations, Transparency International urged Ghana to strengthen the justice system and protect its independence. It also welcomed the Chief Justice’s decision to fast-track the establishment of anti-corruption courts to speed up the adjudication of related cases.

The organisation further called for a cultural reorientation that emphasises ethical conduct, citing initiatives such as the Inspector-General of Police’s campaign to promote personnel who demonstrate integrity in the line of duty.
