The First Meeting of the Second Session of the Ninth Parliament of the Fourth Republic of Ghana adjourned sine die on Friday, March 27, 2026.
The eight-week Meeting, which began on Tuesday, February 3, 2026, saw the House holding 32 sittings, debating crucial issues and passing key bills.
Major constitutional business
The President, Mr John Dramani Mahama, presented the Message on the State of the Nation on Friday, February 27, 2026, in fulfillment of the constitutional provision in Article 67 of the 1992 Constitution.
Swearing-in
The Speaker of Parliament, Mr Alban Sumana Kingsford Bagbin, administered the oath of office to the newly elected Member of Parliament (MP) for Ayawaso East, Mr Mohammed Baba Jamal Ahmed. This became necessary after the demise of the former MP for Ayawaso East, the late Alhaji Nasar Toure Mahama, on January 4, 2026.
Number of questions answered
According to a statement issued by the Media Relations Department of Parliament and copied to the Ghana News Agency, a total of 147 questions were programmed for the Meeting, out of which eight were withdrawn.
It said five were urgent questions, with the remaining 142 being oral questions asked by MPs to ministers and other state officials on the Floor of the House.
Bills presented
The statement noted that 16 Bills were presented to the House during the Meeting, of which nine were passed, and seven were at various levels of the bill process.

Instruments presented
The statement indicated that three Instruments were presented during the Third Meeting in 2025, and they matured and came into force during the First Meeting. These are: Public Procurement (Thresholds for Approving Authorities and Procurement Methods) Regulations, 2025 (came into force) Minerals and Mining (Royalties) Regulations, 2025 (came into force)
Education Regulatory Bodies (National Teaching Council) Regulations, 2026 (came into force) Road Traffic Regulations, 2026 (pending) and National Identity Register (Amendment) Regulations, 2026 (pending)
“Furthermore, three Instruments were presented to the House during this Third Meeting, namely, the Environmental Protection (Mining in Forest Reserves) (Revocation) Regulations, 2025 (came into force); the Public Procurement (Thresholds for Approving Authorities and Procurement Methods) Regulations, 2025; and the Minerals and Mining (Royalties) Regulations, 2025, both awaiting maturity,” it said.
Business statements
Every Friday during the period under review, the Majority Leader, Mr Mahama Ayariga, who also serves as the Chairman of the Business Committee of Parliament, presented the Business Statement for the ensuing week.
In his absence, the Deputy Majority Leader, Mr Kweku Ricketts-Hagan, or the Majority Chief Whip, Mr Rockson Nelson Etse Dafeamekpor, presented the Business Statement on the floor of the House.
This helped MPs understand the activities planned for the upcoming week and plan accordingly.
It said the House adopted eight Business Statements covering eight Sitting weeks of the Meeting.
Statements
During the Meeting, a total of 59 Statements were made on the Floor of the House by ministers and MPs on various subject matters.
Some of these Statements necessitated referrals to subject-matter Committees or Ministries for necessary actions.
Approval of disbursement formula
The House considered and approved the following disbursement formula:
Proposed Formula for disbursement of the Ghana Medical Trust Fund (GMTF) for 2026; Proposed Formula for disbursement of the National Health Insurance Fund for 2026; Proposed Formula for disbursement of the Ghana Education Trust Fund for 2026.
“Proposed Formula for Distributing the District Assemblies Common Fund (DACF) for the Year 2026,” it added.
RESOLUTIONS
The House considered and resolved to approve/ratify the following:
One Master Gas Agreement, two Contractual Agreements, and one Mining Lease Agreement.
Other business
Some other categories of business (papers) were presented to the House and, accordingly, referred to the appropriate Committees for consideration and report.
These businesses were made up of the following: one Budget Performance Reports: one Audit Committee Report: One Auditor-General’s Reports, and five Government Policies
However, according to the statement, some of these businesses had been considered and approved by the House, whereas others were still pending in Committees.
Conclusion
The House was adjourned sine die on Friday, 27th March 2026, after leaders from both sides of the House, the Majority Leader, Mr Ayariga, and the Minority Leader, Mr Alexander Afenyo-Markin, delivered their closing remarks.
They expressed appreciation to MPs for their support and contributions to the work of the House during the period under review.
